I know that the Pre-reg is over on March 31st, I want to register. But I'm not sure if I'll be able to go. My question is if I did buy the pre-reg, and I couldn't go would I be able to get a refund?

No, what is sold is a membership and not admission or a ticket. Because it is sold as such, we do not offer refunds.
