I didn't see anything else on this, so... this may be a newb question, but is this actually going to go up before the con opens?

The show is still going on from what I'm told but they'll be handling pieces as people bring them in.

If it's on a first come first serve basis, then why does the site mention registration?

 :-\ A note to the people running things?  If something is going to be handled first come, first serve, could you please not keep saying "Registration for Art Gallery will be available soon, keep checking for our updates!"
