Do you need a parent with you ?

Me and my friends are under 18 and my friends mom is just gonna drop us off. We are thinking of pre-registering so we can just go pick up the badges. Do we need her mom to pick up our badges and then we can go in or does she need to go with us? Are we even allowed to go in without a parent?
