What's the difference between the "Performance" and "Special Performance" options?

Performance means you're doing a skit or walkon. Special Performance means you're singing/doing some sort of long performance like a martial arts routine. At least I think that what the choices mean.

^-- that thread is about special performances. You probably aren't going for a special performance because that is for entertaining, and isn't an entry in the masquerade. So you prolly wanna select "performance".
