I believe you sign up for Tourneys at Con, if nothing has changed from last year.
There should be sometime between sign up and the tourney, and won't hurt to ask staff in the game room about the tourneys.

Regardless, not in time for fanime anyways. I personally don't know anyone that has access to ARC System JP roms, which... is BEYOND illegal to use. It would mean someone is illegally taking the ROM from the company which is a hardcore contract breech, which is a huge deal.

No one's gonna play Melty if it's on the PS2, there are so many differences from the PC version, including timing so doing your combos is different too. I didn't experience it myself but many transitioning from the PS2 found themselves relearning their combos. Last year it was a surprise to hear that it was a Melty PS2 tourny... and at 8am at that.

So if it's going to be on the PS2, don't bother having it at all and use the space for another game
