He was suppsoed to be the cop from Terminator 2, I l believe. The aluminum foil are the parts where the bullets have hit the liquid metal.

the REAL police had lots of people asking to take pictures. The cops were amused when the con-goers realized that they were not in cosplay.....

I'm pretty sure I'll go back next year again with the cosplay. But I still have a whole year to decide lmao
