Plus it's possible one of the vendors will have an import PSP, throwing off the prices you have in mind

@Kyra yeah i thought of that and wondered is the language preference able to be changed or does it stay in japanese. i wondered for a long time and asked my friends they say that it can be changed, but i just didnt know choke that up to curiosity and not naivety

I've got a Hong Kong import and was able to set my language to English. I imagine it works the same for the Japanese ones.
