I disagree on many levels. IMO it is one of the worst anime I've ever seen. The art style is actually quite good, reminds me of Powerpuff Girls in a way. The actual content is just stupid. It is just randomness after randomness. And it all gets old so fast. I'm sitting there and am like "Yes, we get Stocking is a slut, can we move on please?" It was amusing for the first episode but after that it was so effing irritating.
One of the few times I can actually say that I hate a Gainax Anime.

Panty and Stocking is just randomness,references to pop culture and fanservice.(which is why I love the series. XD)
It gets better after the first two episodes.(at least funnier) I love how the animation changes during certain parts. It's something you either love or hate. Gainax at least managed to give us something different with Panty and Stocking.

Ep 7 to me was best one. I really love the series.
