I am hobby photographer, and a staff appeared and talked to me. He said that I am required to register for this convention to shoot photos. Is it true?

I always ask a cosplayer to permit to take photos.

If that is the case, then they should make half of San Jose get badges as well. The amount of people who weren't at the convention, but just passing by the area taking photos...

No, as long as you're outside or just in the convention center concourse you don't need a badge.
