Well, to sum it up briefly, my friend who also pre regged may not be able to pick up his badge on Thursday. Could I bring his ID and pick up his bad for him, or he has to be there in person?
You can't pick up a badge for someone else except under the MOST EXTREME circumstances.
Your friend not being able to 'make it' won't cut it most likely.
Looks like it'll be the early registration line for him on Friday.
Well....now this isnt an official opinion or anything like that so dont take this as the Word of God here, but if he's got his friend's actual physical official california government issue identification card or driver's license, he might have a chance. I wont say its 100% but all I can say is bring it along and see. Talk to the head of registration while youre there if you can.
The person has to be present to pick up the badge with his/her id unless it's a group reg...

Im not saying youre wrong. Im just saying you MIGHT not be right. It is very possible that they want the actual person to be there, but if you have someone's physical government ID I would think that it's safe to assume they gave it to you of their own volition. Again, Im not saying youre wrong, but it doesnt hurt to try.
I just email my head and asked him the question to clarify. I'll get back to this question asap.
In the meantime, to be safe, plan some alternative action to take so you won't go there bummed out.
As some other people have said, you cannot pick up your friend's badge. The only time that we will allow someone else to pick up your badge will be for group registration.
