Are there certain events that require an ID? I have a younger brother that is going and I'm wondering what events he will be allowed to attend.

Yes. Typically anything that is labeled 18+ will require an ID to enter. These are pretty explicitly labeled as adult content so it won't be hard to figure out which events they are.
Some viewing rooms will be 18+ (hentail/yaoi), and events like Yaoi Bingo will be carded also. There are also panels that are 18+, but I don't know how strict they are about ID checking for those, since they're attendee-hosted.
It might seem like there's a lot that underage people can't get into, but it's actually a rather small amount compared to the rest of the con. You'll have plenty of stuff that both of you can do.
Anything with (18+) next to it will be ID-checked (including panels, video rooms, etc).
Anything that says 16+ isn't ID-checked though, it's just a suggested age range.
