Last year, I wore a dress with a rather large slit up the side, and was able to safety pin fabric into the open area above my knee in order to pass dress code. My skirt was fairly tight, so I needed the extra fabric in order to get it closed, but you might be able to get away with safety pinning (or hand basting, etc.) it shut to below the knee, since there is so much excess.
