But I'm sure I'm not the only person who isn't cosplaying. I know for a fact that not everyone cosplays. Some just don't like it, some just don't finish their cosplays in time.
But how do people react to those who dress up especially (not your every day shirt and jeans, at least) but aren't necessarily cosplaying?

Yes, I have, but that's probably because I have a "creative" sense of fashion XD
I generally don't go to a convention
unless I cosplay, and I try to debut a new one each Fanime. I don't like walking around as a "civilian," whatever that may mean o__O.
People are completely entitled to not cosplay if they don't want to, though. It's not like a requirement or anything. It's just my passion, so I do it ^___^
I haven't tried cosplaying in years, though I'm contemplating giving it another go for Fanime 2007, albeit more of a kigurumi type of thing.
I don't really dress up. Ironically, cat ears don't look good on me (I blame my freakishly large head).
