Wouldn't that be a bit messy and difficult to control? I can imagine people being irresponsible with it and then ruining someone else's cosplay/clothes... the floor of the CC... you know, huge disasters like that.

Besides, what does it have to do with anime or Japanese culture or any of the other reasons why we get together as fans? It seems more like something that you should get together with friends and do privately.
