I did a quick search but didn't find anything in recent posts.
I remember the first couple years that I went to Fanime, there was a small room that showcased all the spectacular paint jobs that people had done on resin models/garage kits. Is this room extinct now? I haven't seen it the past couple of years and was unable to find anything on the Fanime.com site itself.

I'd like to see that but it probably wont happen because of copyright laws.
What copyright issues? When you purchase a product from a company, you have the sole ownership rights of that individual copy of the product. You may do to it as you see fit and sell it as you see fit. You may repaint it and put it on display and there's nothing they can do about it. Japan has competitions for garage kits all the time, why can't we?
That depends...
First, a karage kit is usually something cast and manafactured at home ( hemce the term garage) usually without permission.
Second, nuying the kit does not give you rights to display it and way you want. Try taking one of Geoprge LUcas's caracters and show them in a unflattering light and someone will get some form of cease and decist.
But I digress,
I thought this was about kits either made by a fan or at least a regulat kit that has been severly altered by a fan. I like garage kits and I'd love to see more of them. I think they help the genre and don't usually undercut the original artist.
