I don't believe you'll be able to "acquire" it anywhere, unless you want to shell out a ton of money for a real vintage military uniform.
The uniform itself isn't too difficult to pattern, as there's plenty of existing home patterns that you can use to modify- just take a basic trouser pattern and balloon it out to make those balloon pants, and you can find a coat/jacket pattern that's really similar (and adjust as necessary, of course).
Otherwise...I take commissions ;D
but can we use it? i mean is illegal or not? it's normally use in military so i think it will not allow for civilian

I don't see where it would be illegal to cosplay as Ocelot...
