Since group registration needs a minimum of 5 people. Read the FAQ saying if you want to buy a badge you put the persons name. So could I purchase 2 seperate badges so long as the person picking up the badge is the one who I purchased the badge for?

Two separate accounts, two separate names. It doesn't matter who actually pays for it. The person whose name is on the badge is the one to pick it up and use it throughout Fanime.
