hmm i'm really new to this thing but me and my friends really wanna do one. Is there like...a page where there are rules and stuff? and where to i enter to and by when?... haha sorry with all the questions x]
On the main page under cosplay there are usually rules and a place to sign up, but there's nothing up let. According to here:

registration won't start until April. I'm sure someone out there can give you the rules from last year. I don't expect they will be much different...
