Well, for one thing, this sort of question belongs on the Cosplay board. You're on the forums almost daily, do it right. ^^
I'd say it'd be difficult to construct if you don't have experience crafting cosplay that complex, of which goes beyond your mask and simple clothing and a wig. It's better to have someone you know that might know what to do with you, in person, to help you out. If you want my honest opinion, I have doubts you could pull it off.
But you have a lot of time. Something can be accomplished until then.
On you're right I should of put this in cosplay if a Mod could be kind enough to move this that was be great thanks.
Anyway I was think Styrofoam, or either clay or paper paper mache whic is better. and my hair is long enought to bleach it or something.
And at least I have over a year. I am already hitting ebay for stuff.

I've seen people make masks via vacu-forming, working with home-crafted plastic, aluminum, and using cheap motorcycle/bike helmets as a base, or even using foam pieces and using air-clay but... that'd be more difficult to achieve an adequate result. If you have any friends that cosplay with masks and armor, like people who make their own Star-trooper cosplays, they'd have a better idea on what to do. Paper mache might work, but that'd also be difficult to have a good result if you don't know what you're doing, otherwise, it'll just look like something a grade-schooler would make for an art project. Carving styrofoam would just look terrible. You'd need to put a sheer yellow cloth to fill the eyes, and use a sharpie to fill in the black, because it'd look retarded if you left them empty.
Clothing-wise, you'd probably need to buy a full zentai, then have someone help you out with sewing the rest of the clothing, like the vest, pieces on your limbs, and foot-covers. While a wig would be uncomfortable, it'd probably look better than using your actual hair. I warn you, it'll be stuffy AND itchy.
E-bay won't really help you at all. But I'm telling you now, that despite how simple it might sound and look, Pesche is a complex cosplay to do and isn't very likely to pull off if you don't know what you're doing, or have anyone with experience to help you.
Hmmm, I might continue this or move onto Captian Yamato from Naruto, I just want to venture on of the Laughing Man, I thought about Laughing Man MK. III like change the mask to make it look like i'm drunk you know that anime style blush look.
