I don't know which character you could cosplay since hair length differs, but since you have black hair, you should try digging around anime or manga that you read/watch and pick a character. Also, you don't have to cosplay as a character (or look like them), and just dress in a "maid costume" as you said earlier.
It's not necessary that you cosplay, but if you want, just go with whatever you want. People won't judge you for NOT cosplaying, since there are also a lot of people who don't go to con just to cosplay.

Yeah, I'm not really sure what could be worth a costume besides money and another costume. [But how about just the outfit? No props and stuff? Would that be okay instead?] ^^; This is my first convention, and I really want to get a costume...don 't really have any money.
