Cheapest route would be paper mache' since its gonna be covered, you can also block it out in foam if you want something lighter.
IMHO your biggest problem for the mask is going to be the placement of the eyes and the material covering them. I made a mask similar to that and it is NOT fun to wear at all because I can only see *maybe* 10-20% of normal and since they are on the side of my face it drove me crazy.

If you make a slot to see out of in the neck it might help with that but you would have hide it.

The costume looks like it would be very very heavy, especially if you are planning on adding joints for the wings and making a leather suit.
PVC pipes *could* work for the wings, but you would have to be careful about the weight of all the fabric your putting on them and all the stress

Koji Sake bar ( http://www.yelp.com/biz/koji-sake-lounge-san-jose ) is fun to visit when in full cosplay, but it is a couple blocks away and the further you go the higher the risk of encountering Creepers

Flames has late night happy hour ( 9pm-close 7 days a week), but its bar is so tiny. More then 10 people will make that very very cramped

Los Gatos Brewing Company (LGBC) closes really early, like when they stop serving food at like 10pm. The bartender/waitresses are really nice though. Just do not dress up as a zombie, apparently a few of them got super scared during the zombie pub crawl lol

I was all excited when I found more of my temporary tattoos, and my lost wig....but I became sad when I saw my belly  :'(

Its my goal to get back into shape for it for next year though  :)

I'll be Trafalgar Law from One Piece. Does not look like they are having a separate gathering for them this year.

Ill bring Rōjūrō Ōtoribashi "Rose" with my new and improved larger mask (or I might bring my battle damaged one if I feel like wearing my make up instead though)

Look forward to seeing you guys in 2013. I found my wig inside one of my huge costumes - and then later i found my last Tattoo in a box. Now to dust it off and re form it

Its right before the Fursuit gathering, so looks like I will be in my Gt Robo suit. Hopefully it stays near the front of the convention too

Depends on your investment in time and money.

 I would probably just make a Wooden base and paper mache it for the cheap/fast route. The paper mache will be hard to smooth out and sand if you use the flour recipe but you can use wood glue instead it to make it sand-able. Foam is an idea but it will be a nightmare with the detailing and really your running out of time with <20 days left :-P

ps.
Getting that peace bonded will be fun - I do not see a place for a zip tie

Sorry to hear Kimba,
Well I am sure there will be alot of other Fairy Tail cosplay'ers still, I am not gonna bring Natsu this year since I lost my wig and ran out of the temp tattoos.
Hope to see you next year though  :D

This year was my "mask" year...I have made 3 masks (Rose, GT robo, and Skyrim Dragon Priest) and 1 technically from last year (No-Face from spirited away) that I will wear again this year, everyday I will have a mask for fanime  :D

I felt nostalgic for bleach this year, it was one of my first cosplay a while ago. Also gave me a reason to re-use my Gin captain cloak, although I probably will wear his street clothes, but ill probably wear it for series recognition factor

@Shinigami_Lover: Your mask looks awesome, did you use clay? I was thinking of doing clay but opted for paper mache for the weight factor. I just finished putting the strapping/padding on mine. I went ahead and did the sword at the same time too and just have to finish painting it.

I lost some of the definitions of lines while mache'ing it, but I will probably touch it up later when I have more time.
