I'm not sure about all the rules and stuff, but I don't think you would get banned for having revealing cosplay. The rules state, "Costumes and daily wear shall not expose the body in such a way as to be deemed indecent exposure under California and City of San Jose ordinances. Private parts must be covered in an opaque material and not be subject to slippage or gaps. Liquid Latex or other conformal body coatings that conform to the body will be judged on a case by case basis." So I don't think that what you have would count as indecent exposure, but you may or may not be asked to change at most. I've seen girls in bikinis so I think it should be fine, but it depends on the judgement of a staff member.
However, from the viewpoint of a younger attendee, I may feel awkward around you because of the extent of the exposure compared to normal clothes. I would try to refrain from having alot of exposure because other attendees may feel uncomfortable. If you want to stay with this design, it may be a hit or miss. I would try to opt for a bottom that will cover your rear (like a speedo) and make sure it fits. The t-back works better with the character, but probably not at a convention that allows children.
I was never a staff member, but in terms of how revealing a cosplay can be, arms, upper chest, stomach, part of the back, and legs should be fine. I would try to be conservative in the chest and crotch areas though. Imagine a large band around those areas and cover those parts.
Also, what material are you making the armor out of? When you make the armor, you'll want to make sure that it will stay on without falling off. You should get a body adhesive to stick the edges to your skin for a cleaner finish. Sock glue (works wonders), double sided tape (cheap and works, but you have to replace it alot and it pokes abit), spirit gum (works for wigs too), even hairspray works (for lighter materials).

And the armor will be made of a sin tight spandex that will be coated in liquid latex then cut to shape. it will be held on my body by the strongest available body glue and ample fashion tape. Im also worried that some may find this cosplay "too revealing" on me because Im a guy, compared to on a women, where it would may be considered sexy, confident, daring, etc. Your thoughts?
