Rules for 2011 Fanime Skits?

As of yet, I have never been to Fanime, but my master plan is to perform a group skit at Fanime 2011!

What have been previous rules regarding skits (ie. Time limits)?
OR are there 2011 rules already up? Also, do the skits take place at the "masquerade"?
