I am not reg staff, so this is not official word. But as far as I know, you can pre-register as many people as you want; just make sure to enter theirinformation. They will have to pick them up themselves.

I'm pretty sure you can't register your friends at the convention; they'll have to wait in line and register themselves.

This sounds about right.

If you are trying to pre-order their badges so that you can pick them up for your friends, unfortunately you won't be able to since group reg got the axe (for the time being) However, you can buy the badges for your friends for the time being if they don't have the money and want to pre-reg for early badge pick-up.
