I want to say its Sebastian Michaelis from Kuroshitsuji, but I don't remember the shirt being red and blue... In fact, I'm probably totally off on that  ???

I agree that it might be from Kuroshitsuji, but I think it's supposed to be Ciel (?)... the little boy.
