Decisions, Decisions, I Need Your Help!

I am stuck between two characters to cosplay as!  Long story short, I'm 5'1", female, 115 lbs., and er... blue-eyed.  I have two girls in mind, but I just don't know who.  I am fine at sewing and construction (except shoes), but I don't have much money to spend on materials.

Crappy Picture is Crappy

Pros:
- She has great hair clips that I'm interested in making
- Her outfit is fairly simple
- She's from an manga from Shounen Jump... so, you know, that's awesome
- The wig I have is perfect for her

Cons
- She has brown eyes (I know, not a big deal, but it still bothers me)
- She is skinny, and it shows
- Might not be recognized too easily

Pretty Picture is not so Crappy

Pros
- She has blue eyes 8D!!
- I am also interested in making her bell
- She wears baggier clothes that I won't have to be too nervous wearing
- She might be recognized more

Cons
- I don't know the game as well as I know MTNN
- Her hair might be just a tad bit longer than my wig
- Those shoes are impossible (ideas?)

I am looking for your guys' opinions.  Which cons do you think are stronger than others?  Pros?  Which do you simply like more?

But I'd say it all depends on how much time + money you want to put into it all. Plan both out, don't buy anything, but plan it. See if you can find everything that would make the costumes. Then settle then, which one takes more work? Which one will be more comfortable? Which one will be more accurate?
