Photo ID?

My sister is under 16 and she and I will be going to the convention tomorrow (the 26th) to buy atcon day passes. Her only form if ID is a driver's permit with a photo of herself.  Will she still be able to get in? I was told that Fanime doesn't accept driver's permits.  I hope I was told wrong, because it's her only ID.

If it isn't accepted, can me at 23 years old count as a legal guardian to buy her a pass?

Oh this is also what I wanted to know. Well I wanted to know if we needed to sign that Parent's Weaver thing that was posted up online and have it signed up by our parents if we have no one who's 18+ with us. Me and my friend are both 17.
